I think it has to do with subreddit mods instead of admins. Mods can just mark a post's reports as abuse and anyone that reported it gets warned/suspended. Has nothing to do with how many users you report, just if you report a post on a sub with one of those types of mods.

This is correct, mods can also flag modmail as harassment which results in a site-wide temp ban as well. /r/worldnews mods like to abuse it as a super-mute
