should the title of the art piece be written onto the billboard?
and if so, is that the only thing that should be written on the billboard?

The title of the art piece should be in the "Title" field of your post. Here[1] are step by step instructions on how to submit in case you need it.
You can have text on your design if you want to but this doesn't have to be the title!
