That never stops them from jumping to conclusions otherwise.
Statements like "we believe" and "allegedly" are used all the time to differentiate between facts and opinion.
But they could also say the facts
And the facts might cause one to feel that it was racially motivated.

It seems like that's exactly what the cops have done so far. They're still working to identify a suspect and motive, but have already put in a request for federal assistance under the assumption that it was likely a hate crime.

What are you talking about? It literally says that they have contacted the feds in case it’s a hate crime. Being that they know literally nothing else (the identity of the shooter, if they had any relationship with the victims, etc), especially with how high tensions are, it is *entirely* reasonable for them to keep it at that. It would, in fact, be highly irresponsible for them to be saying any more than they are saying until they know a little bit more.

I agree that it was probably racially motivated, but they don't even have a suspect yet. There's always a chance it was somebody's crazy ex or something. That's why it's good not to jump to conclusions.
