View submission: Announcing Inline GIFs in Comments available to all SFW subreddits
Isn’t it simpler to create a comment, lock it, and ask people to click the notification bell to follow the comment?
When the feature becomes available, you can reply to the locked comment and all who followed your comment will get pinged.

60% of mod actions are done on old Reddit, I imagine most don't use the official client
