1. This is something we plan on adding.

2. The user mod log is available via GET /api/mod/notes (it will return both mod actions targeting the given user and notes written for the given user sorted by recency).

Thanks! Taking a second look at the API docs, I had previously skipped over the mod actions as filter options.
