I think for a lot of subreddits, using community karma in conjunction with rulebreaking is the most useful way to do it. If you see someone with very low community karma violating rules quickly and regularly, it's much more likely they're a bad actor than the new user that comes in and violates a rule before behaving because they just didn't read the rules first.

Agreed. Please consider new redditors when making AutoMod rules, restrictions are helpful but they do make things really hard on genuine new users.
