Repeated mail theft due to HOA/Property Management Company failing to secure mailboxes

I live in an HOA in Texas (US) whose main services are run by a property management group. It's a neighborhood of single family homes whose mail delivery is facilitated through banks of mailboxes located along main streets. Some time ago, someone (or several someone's) discovered that it was fairly easy to break them open and steal all the mail. However, because the mailbox can be closed and re-locked, USPS considers it operational and continues to deliver mail to it. The HOA and Management Group knows this and has repeatedly promised to replace the mailboxes. It has been over a year, and I have lost countless pieces of mail during this period of time (and been the victim of fraud several times as a result).

They're clearly responsible for these mailboxes, but are they liable for damages (if so, what kind)? I'm not sure how efficacious it would be anyway, but can they be compelled via legal action to actually get this taken care of (beyond their repeated empty promises)?
