The Commerce Clause would get in the way of that. The U.S. Constitution grants the federal government the power to regulate commerce with foreign nations and among the states, and any agreement between a foreign nation and a U.S. state would likely be subject to review and approval by the federal government.

And you might be like, well, they don't respect the Constitution right now, and I would agree with you.

However, I would also say that these are the type of idiots who would pick and choose what parts they want to agree with and what parts they don't, and they definitely would not let California or New York have those minerals.
