That's giving him too much credit. As in, that would require forethought and somewhat strategic thinking, neither of which he's shown to possess.

He has always changed and backtracked. So much that if he hasn't for a while, something is wrong.

Part of his art of the deal is fucking with the other side's expectations by viciously testing their boundaries so yeah, strategic thinking. Crooked, but strategic.
