Have we even left WHO yet?, i thought he just signed an order saying 'we should leave'.

True enough. But it already causes issues. If you read article it says WHO froze hiring ppl and halted travel.
The U.S., meanwhile, is expected to lose access to the global network that sets the flu vaccine’s composition every year. So we will have a useless flu shot too! The flu does still kill people!
