Not a resident of India, but education reform should be somewhere up there in terms of priority. Free education for children until grade 12 as mentioned by a poster, and ensure it is public. Also slowly retracting support from religious based schooling to stem the production of homegrown terrorists.

Put in place a framework to control emissions and create a renewable energy research cell. We know a lot of development is about to happen. I think we need to think ahead and make growth sustainable and the least damaging to the environment.

Shelters for the homeless.
Taking beggar children from the street and providing them free education till grade 12 at schools where accommodation is provided.
Connecting 8 major cities with a 6 lane road i.e Delhi, Calcutta, Hyderabad, Chennai, Bangalore, Mumbai, Ahmedabad, Jaipur
Making sex education mandatory at all schools.
Connecting perennial rivers from the north to the south.. Thus preventing the wastage of water into the ocean. Also solving the Kaveri crisis that has affected millions of people over the years. This could also benefit the BJP on the long run as more people from all south indian states would vote for them in the next election.
Creating job opportunities in Rural India, by bettering the infrastructure for MNC's to invest in them
Create a scheme for farmers to make more money by linking them directly to point of sale.. Eliminating middle men..
Invest in a Tsunami warning system along the coast line.
Build more airports in other cities, will generate employment and bettering access to businessmen.

- There is huge unemployment among the youth this has to be tackled in next 6 months,huge task but has to be done fast as possible.
- Focus on agriculture sector farmers are producing enough for the country,but food grains are wasted due to lack proper storage and logistic supports,even though feeding 1.2 billion people these are most poor in the country.They have to leave their land and work as labors in the city,this has to stop.
- 24 x7 electricity through out the country or at least in state which has BJP government as these states can work cohesively with the central government.

- Establish a commission to determine which powers to devolve to the states and how to go about doing so. In a vast and diverse country, the decentralization of power is absolutely necessary. Indian federalism is a bit of a joke when compared to most other federal countries, like the US and Canada. Modi of all people should be able to understand the importance of empowering states. Indian federalism should seek to create an ecosystem where states can constructively compete with one another to become the best. Indian federalism should harness the regional pride characteristic of Indian society, rather than trying to brush it under the rug and engender resentment across the board.
