Not 2,500 in Houston. Chron is making this unclear for clickbait. The majority of these layoffs will be abroad. There will probably be a mass US based series of layoffs if the Juniper deal gets approved, but the majority of those will be in California where both networking divisions are based in

I don't think I've ever seen a layoff announcement that provided a region-specific breakdown. Layoff notices are required by law for large corporations, and one of the requirements is providing the approximate total layoffs, but I don't think the law requires any further breakdown.
