Where do I find info about states' debts?

As I'm sure we all know, US debt is held by a variety of institutions and even other governments. I'm trying to find info on states' debts (in particular Kentucky), and I'm not having much luck. Any tips on what I should be looking for? What search terms should I be using? I understand state debt comes from the issuance of bonds, but where are the records of the bondholders?

Check out the individual states' Comprehensive Annual Financial Report (CAFR). This will have information about how much debt it has outstanding. You're not going to be able to access the names of individual bondholders, as that sort of information is typically confidential. However, if you go to the Municipal Securities Rulemaking Board's website (emma.msrb.org) you can find more detailed information about bond issuances.
