I think it's more telling that there are only 3 or 4 frames of animation on the wing. The wing's frame rate is lower than the pigeon's.

Actually, pigeon wings operate at much lower frame rates than the rest of their bodies, which makes them nearly flightless. They can only fly short distances, and only if they have enough CPU.
