He wasn't waving, this is an "encompassing" motion, like "all of these people don't know what's gonna hit them" or "what the fuck is wrong with the street, it's full of potholes."

I was wondering this too. Is this a true news network? Showing all the real shit that is happening in Putin's life?
He was waving to a pigeon because Putin is the master over all animals. And the good guy he is, he even says hi to the lowest of all.
