That is a traffic signal antenna. Not sure what for specifically, but basically it could be a few things. For emergency traffic light control, traffic signal communication, or connected to some other vehicle technology or station. The antenna is taller because of the distance it needs to travel to the next communication device connected to it. Whatever that might be, I’m not sure.

Antennas allow remote control of the intersection, which means that green light can be extended in one direction or the other based on time of day.
