The TCL Flip series is cheap (meaning, like, $80 - $100 for a new and unlocked device), but it seems like you get what you pay for unfortunately, they have terrible reviews. But you can also get them locked/prepaid from Tracfone for like $20, so that's a low-risk investment if you just want to try it out.
Next best bet is probably the Nokia 2780, which also goes for $90 new and unlocked. I recommend looking up peoples' experiences with it on here, I think it reviews a little better than the TCL phones.
Worth noting that the TCL Flip 3 and Nokia 2780 both run KaiOS, so there will be some smart apps, but no WhatsApp and nothing that requires Google Play Services.
