You're going to have to be a bit more specific about what you mean, i.e., the crust (and mantle) by definition are composed of minerals so it doesn't really make sense to generically talk about "minerals" being concentrated in areas of the crust. If you're specifically asking about why some places host high concentrations of economically valuable minerals in the form of ore deposits and/or veins, this is addressed in our FAQ[1].
