According to one of the /r/pics moderators, this wasn't the idea they initially wanted to go with. They had a better idea planned but the CSS for it wasn't finished in time. For now, that other idea remains classified.

aaand as of now it allows pics again![1] but is now in "karmawhore" mode with peoples' names changed to names of people with lots of karma or bans /u/leylinus
