I think there should be a sub that normalizes upvotes with the number of users subscribed to the subreddit, such that smaller subs have just as much of an opportunity to gain traction as larger subs.

This is sort of how individual front pages work. That would be cool for a sub but definitely not great as the default front page. Because in the end you do want what's popular to rise, not just what's popular on a given sub. Otherwise you'd just see small subs with one thing upvoted way more than everything else making it to the front.
