Yea I don't think its good for normal reddit users, but it might be better for people new to Reddit who haven't installed RES or filtered out all the political subs

But it doesn't filter all of the political subs, instead it filters some of them. It also doesn't remotely embody the definition of "popular". Should be called /r/Filtered
