How are posts eligible to show up “popular”?

First, a post must have enough votes to show up on the front page in the first place. Post from the following types of communities will not show up on “popular”:

NSFW and 18+ communities Communities that have opted out of r/all A handful of subreddits that users consistently filter out of their r/all page

So.... besides having enough votes to show up on the front page, how are posts eligible to show up on "popular"?

You kind of answered your own question.

If the post:

has enough votes

is not from an NSFW/18+ community

is not from a community that has opted out of /r/all

is not from a community on the magical mystery banlist™

then it can show up in /r/popular.

It's just /r/all with an admin curated blacklist . That's literally it.
