There's merit in keeping the masses of a bigoted community segregated in a way that allows open discussion. With this new decision, the backlash will be in the form of a vehement spillover into the subreddits that were once able to defend against trolling. Reddit cannot quantify how strong the retaliation issue will become and the man-hours needed to resolve those issues.
I mentioned this in response to another comment on this thread, and your infographic paints the picture very well.

Thing is, I doubt fph people were coming here only for fph. They were already among the greater populace. Getting rid of their sub doesn't spread them out anymore than they already were.

Indeed. It seems like the optimal way to approach this would be to institute a rule that offensive/aggressive subs (whatever criteria used should be stated formally and enforced objectively) can't ever hit the home page. That way casual users would not see that content and wouldn't be driven away from Reddit. If you have to make an active decisions to visit those subs, then you get what you ask for. The rest off us can live in peace.
However, now that Reddit has chosen a different path, they may feel committed to it.

Yeah, right now they're all over the damn place making all sorts of noise. But when they realize they can't do shit about it, they will migrate elsewhere or just stfu in general.

That's one way this could work. It's also possible that a good way to increase bigotry is to create communities that nurture it, that make partial-bigots, closet bigots, and even mostly-not-bigoted people feel as if bigotry is OK and most other people share their bigoted views. So it's very possible that shutting down these subreddits is more like destroying a spawning site that would otherwise just keep on periodically spitting out trolls into the wider reddit community.
