There is always DiskFlashback - RobSmithDev - Creating software & electronics tutorials and projects for Retro and Modern ideas[1] This will allow you to mount a virtual amiga drive where you can drag and drop files and then save it as an ADF. The moutable folder as a Hard drive is probably the best way to go.
