Your ACT is decent, I’m seeing that equates to around a 1360 SAT. That being said, that GPA and level of coursework doesn’t really indicate being college ready.
If you got in, which tbh I really wouldn’t bank on, it would realistically be for a summer or spring semester, not fall.
There’s no shame in starting at a community college. It can also be a lot cheaper and have somewhat more individual resources. Find a CC close to home and start by working towards getting your AA. From there it’s pretty easy to transfer to USF or whatever. But you also have to do well academically there, better than whatever you were doing in hs.

Go to community college for two years with a fuse program. I had worse stats then you and now I’m enrolled at usf.

You’ll never know unless you apply… try not to compare yourself to others. It’s good to obviously hear other people’s application experiences, but focus on yours primarily and do what you need to do to separate yourself from others. Best of luck

I would def try. Is 2.75 the weighted or unweighted? 30 is a good ACT - I got in with a 2.9 unweighted 3.6 weighted and 26 ACT score. I had good extracurriculars in HS. Was admitted to summer and graduated last spring :)
