If you replace every time democrats said he’s a threat to our democracy with “he’s a threat to our bureaucracy” it all makes sense.

The President is the chief executive and most 3 letter agencies absolutely can be dissolved by him.

The function of the President is to carry out the law. The 3 letter agencies were generally created by laws passed by Congress, and in those cases the President cannot dissolve them. The President cannot even refuse to give the agencies the money that Congress allocated to them, per the The Congressional Budget and Impoundment Control Act of 1974, and per the unanimous SCOTUS decision in in *Train v. City of New York*[1].

Edit to add: Article II, Section 3: "he shall take Care that the Laws be faithfully executed"

You can't faithfully execute a law saying "have a Central Intelligence Agency" by dissolving the CIA.

Either I'm completely misunderstanding your argument or you should maybe read the Constitution and/or take a civics class.
