I read through this and the 'specifics' you mention are all obviously fake, designed to obfuscate and create a media circus. They make broad claims like "spending that is unauthorized by Congress" but when they list examples, the total $s don't match the headlines by orders of magnitude.
Even the headline of the article you link has a $500b not the $2T that the original Vox piece has front and center.

I hope they can do better than that. They haven't found anything new. They just listed items on the yearly CBO report on funded expired laws.
It's unlikely that congress will significantly cut any of those programs. You really think they're going to cut 140B from veterans health care that is already underfunded?
The reality, that everyone knows, is that you can only get significant savings by cutting SS/Medicare/Medicaid/Defense.
The only other way to reduce the deficit is to raise taxes.
Neither is going to happen
