I believe you can do it online. The problem is that you have to choose park by park and see if something is available. You can't just pick a date and see what's available. By going to the office, I gave them the June 22nd date, told them I'd like to stay in the Midtown or East Sac area and within a minute or two they told me Tahoe Park was available. It was worth making the drive to the office.
