Probably, many *many* people will report others out of spite whether their content is rule-breaking or not on the off-chance an admin or moderator decides to ban. And the bar for an admin ban is lower than you'd think.

For example if someone replies to your comments a couple times in the same post and calls you stupid, that's a harassment ban if you get the right admin, and people are more vitriolic than that on reddit casually.

Additionally if an admin does ban, they almost never undo the ban. And it flags the account for harsher action the next time they even look like they are stepping out of line

The admins can take action against accounts that abuse the report system, but if everything they report is gray-area or worse I doubt they will be flagged. and many reddit arguments are gray area that just never goes reported.
