Neither was Julius Rosenberg. Nor Klaus Fuchs. Rudy Guiliani is American and is currently in Kyiv meeting former kgb agents in an attempt to subvert an investigation by the US congress.
Conversely I'm sure if I looked I could find plenty of non-americans caught spying for the US.
Since WHEN has nationality been a necessary element for someone to be committing espionage on behalf of a country?
