He just got reinstated. He'd posed a doxxing question about someone's birthdate somewhere, got banned, then weaseled his way back. Reddit isn't very consistent in applying rules, which is why it needs a user bill of rights.

He has a track record of soliciting personal information from of people he dislikes in order to then threaten them with it.

I am amazed that this totally scummy practice is allowed by reddit admins, considering how trigger-happy they are to ban anything that appears to be personal information related.

I'm betting he paid for his account back or something. Otherwise reddit has some explaining to do about its personal information enforcement policy.
