Hello! This could be done using the user notes integration[1]:

• Detect phrase * Add a user note for phrase * Temp ban on "0" user notes for phrase
• Detect phrase again * Add another user note for phrase * Temp ban on "1" user notes for phrase (longer time period)

...etc.
