We've had users say the same exact thing. Even had one user say he received the same popup over 20 times, on the same device, same user account.

I was provided this image[1] by redtaboo of the r/Videos rules. It seems a bit bland in how it's being presented. They all feel like they are in trouble when the rules pop up, and not a way for us to remind them the rules exist.

Maybe something like "The moderators of /r/subreddit would like to remind you of the following community rules while engaging in the subreddit".

I thought the same the first time. When you click to comment, it pops up with a "T&C" type warning that you have to click agree on. I've not pressed decline. It's a bit weirder for experienced users, because it seemingly comes out of the blue when you try and comment one day. For a brand new user, they'd probably experience it in most new subreddits and understand it's something that just pops up when they're first in a subreddit.

To be honest, much like T&Cs, it pops up in a way that people will just press agree and not read the rules.

I've encountered it a couple of times. Yup, it makes me feel like I'm on a watchlist and am receiving a special warning. I hate it.

I think I got it last night making a reply in r/worldnews.
