I know at least in my case in the state legislature, best to worst ways in terms of importance are:
1. Visiting their office in person
2. Sending a physical letter to their office
3. Calling their office and talking to someone
4. Emailing
That was always the order of priority in the office I worked in. Letters always got a physical letter in response that would be read and revised by the legislator before being sent. Emails usually got a form letter if it was an issue many people were contacting us about. And calls we would take notes from constituents to relay. Also always make sure that you put your name and address on any letters or emails so they know you are their constituent. (This was at least the process for my office where my boss made sure his constituents knew he was listening, some may not be as responsive unfortunately)

I mean, it probably depends on if you grew up pre vs post internet. In my experience, most people email, and their stuff all gets summarized and passed up. The phone call people were either screaming at and verbally abusing me, or just talking to me for wayyy too long. Also, if you look at most of the posts on this sub today, people are complaining the voicemails are all full or no one answered, so at that point, the phone call was useless and an email would be more effective.
