While someone would have to report it (and there are risks with that, though obviously there shouldn't be), the Department of Labor will quickly and happily investigate. It's one of the relatively few things that our bureaucracy will pursue quickly.
I'm guessing part of the reason why they're quick with it is that it should be relatively easy to prove or disapprove. And the fines aren't cheap, so the DoL will get money out of it and force the employer to compensate the stiffed employees.
So if any of you know of a situation like that, please don't think that it's pointless to report it and that nothing will come of it. There's actually an extremely high chance that the bad employer will be punished and the employees will get their pay.
