I recently bought a Google pixel 6a and the themed icons worked well, but after factory reset the Google system camera app does not have a themed icon, which looks mildly infuriating.

You haven't updated all the apps yet. It's tied to app version for some reason, if you uninstall updates to the camera app this also removes the themed icon.
