I went through the same fiasco this month when trying to clear out 7.5TB of data from my Google Drive/Workspace after they moved to that 5TB storage ceiling.
Takeout was useless - I struggled for a week trying to pull everything down via 2GB zipfiles. Was no bueno.
The solution that worked for me was to install the Google Drive Client on one of my windows machines and make an Offline Files directory on one of my storage pools and set all of my drive storage as available offline. All 7.5TB synced up to my local storage within a day or two, no muss, no fuss.

This is the proper way to do it. Pretty straightforward and easy. Takeout is great for archival but lousy for actual data you need now or moving between drives or machines.

Great! can you give us more details, did you mirror or sync the files?
I need to download all my cloud data then clear the cloud, because my institution is limiting storage from unlimited to 15GB, so my situation is quite serious.
Takeout often misses files and I need to be sure everything is downloaded, so I'm trying your route.
My problem now is:
1. Would deleting the files from the cloud delete them from the local copy they are mirrored to?
2. Is there a way to convert google formats (.gdoc, .gsheet, etc.) en masse? because the route of mirroring/syncing keeps them as is, unlike Takeout which converts them to .docx etc.
