Lets say among these hard times that Cascadia successfully breaks away. What happens in terms of a government or overall formation of a organization to lead it? And what type of government would be leading Cascadia?

It would pretty much echo the state governments of WA or OR, so bicameral elected executive, etc.
The 'joining canada' thing is weird, because in a lot of ways it would be more like canada joining cascadia

Every time these succession conversations come up, I think about how often war was waging across Europe. I'm not sure what reality we would have to magically end up in where the United States government would not immediately invade to reclaim the territory. Not to mention, our rural areas are just as red as every rural area in the country. How would we convince these people to join a succession movement when they're very happy with how things are playing out? They voted for the circumstances we find ourselves in.

Secession is not going to happen without A LOT of blood and loss of life. Washington alone has enough military installations and trade ports that there is no way the federal government allows it to happen. Add Oregon and California and their military bases and ports, Trump and Co. would burn the whole place down before they allow a coastal state or coalition to secede.
