Can you set it to initially sticky false, then change sticky to true at a later date?

My use case:

• Ballot Voting Thread open 1 week every 2 weeks.
• Ballot Proposal Thread every 2 weeks.

Need proposal thread automatically stickied during its second week once polls close.
