No, they have no responsibility or reason to refund you. Your current payments are based on the rateable value of your property so until you have a meter installed your current payments will continue.

You haven't been overpaying. You were paying the correct amount, but you neglected to choose a suitable "tariff" for your circumstances.

Like if your electricity is on a standard variable then you switch to a cheaper fixed tariff, you can't ask for a refund for "overpaying" previously on the SVT.
