I think DMCA claims became more prevalent, and the legal liability outweighed the "pirate radio cool" (there was much trading of MP3 and warez).
I'm hoping to eventually find a good YT documentary on the warez scene. I'm quite convinced the warez scene gave birth to cryptocurrency via bittorrent's DHT.
