I read here several answers that Japanese didn't claim Sakhalin island because they had very little interest in it. And that they gave up their claims on the southern part of Sakhalin in exchange for Kuril Islands.
1. how come do Kuril Islands belong to Russia now?
2. why was Russia interested in the Sakhalin Island and Kuril Islands in the first place?
If I understand correctly they show very little presence there. And there is no russian culture to be found there till this day.
