There may not be a list of approved software, but that doesn't mean the company randomly has licenses for everything you want. New software has to be researched, tested and purchased, and all of that isn't necessarily done by IT. And you keep blaming all of IT, when its one guy in upper management who reported you, not the worker stuck figuring out your software requests and purchases, so knock it off. If you're half as smart as you're trying to come off, you'd be nice to the IT workers and realize they don't dictate what the CIO does. You're a pain in the ass, but kindness and understanding of your IT team will go a long way in getting help, and realizing what really is the teams responsibility for you demands.

I'm not on the list to have adobe so I have to use nitro pro (both authorized programs).
I have a friend that got hired at the company after I did in a different department and she gets adobe. She says it's nice.
But yeah idk why OP is asking for all this software. Why wasn't part of the original onboarding package if he needs it so bad?
