Should I report boss to HR?

I started working for a company almost 2 weeks ago after being unemployed for 6 weeks. This company allows you to purchase meals from your paycheck via a personal identification badge, however mine has yet to be activated. One manager has gone to HR to try to fix said issue and it was supposed to have been fixed by today, however it hasn’t. I was told by a co worker to go ahead and place a food order, only for a different manager to come and say “next time if you don’t have money to pay, just don’t order anything.”

For some more context, I have $14 to my name and a quarter tank of gas in my car.

There isn’t anything I can do about the identification card not working, but the manager decided that wasn’t his problem.

I feel like this is something I should report to HR because he was very inconsiderate and apathetic. Any advice would be appreciated!

After 2 weeks working there? March into HR to report your boss, then while you're there, ask about when you're eligible for paid time off and how soon you can expect a raise.
