WWI was close to inevitable. Almost nobody wanted it but the trajectory was there. He wasn’t a great ruler but he definitely didn’t want that war either.

He should have learned from Karl Franz. The man was not great leader and was very unpopular at first, but by reducing his political activity he became beloved figurehead who single handedly kept Austria-Hungary united.
Every country should have somebody who's only job is to dress in most epic drip and wield a mustache. Just keep them away from actual decision or from voicing or even forming opinions.
