They are, and that's a significant accessibility issue. As i wrote elsewhere:

So, sure, if people care more about style than about making their text 
accessible to a variety of people, that's their choice. But i'd really 
prefer that geminispace avoid, for as long as possible, the 
style-over-substance road that the Web has taken.
