I'd say it has the fewest possible such ties, less than any other standards
organization except the ISO (whose members are countries).  While it's true
that most IETF participants (= members) are there as part of their paid
employment, the IETF makes it very clear that nobody speaks for anyone or
anything except themselves.  "The Tao of IETF" spells this out in great
detail.
