We have another tool for enforcement: simplicity of the system. That way, there will be many clients and servers and it will be more difficult to add a non-consensual feature. (Unlike the Web where Google can implement anything, the few others will have to follow. The lack of competition on the Web is one of the worst consequences of its complexity.)
