So if you are currently at ```gemini://example.net/a/b/c.gmi``` It would read ```gemini://example.net/a/b/.``` which would be normalized as ```gemini://example.net/a/b/``` In theory, it should be possible to have an empty path as a URI Reference, or an empty path with a query and / or a fragment. I don't think it's possible to have this situation in Gemini.
