Capping CAPCOM, calling for more aggregators

The burden of me manually maintaining CAPCOM in response to emails is a
(small) additional motivation to put in a 100 feed cap.  I guess I could
look into setting up a submission system using status code 10 to let
people add URLs, and have CAPCOM aggregate, say, 100 feeds selected at
random from the pool, with a new 100 being selected on the 1st of each
month.  This way it would become some kind of "Geminispace rotating
sampler"...
